Baltimore, MD - False Arrest, Failure to Intervene
Baltimore Sgt Newberg and a patrol officer had a man under arrest, cuffed and seated on the wet ground. Lee Dotson, not involved in the incident, advised the officer not to make the man sit on the ground.
